The Colfax County Board of Commissioners welcome you to meet at the county seat for quarterly meetings and special meetings throughout the year. The county meetings are open to the public, and all persons conducting themselves in an orderly manner may attend. William Sauble

March 29, 2010, Governor Bill Richardson today announced the appointment of William Sauble, of Maxwell, to the Colfax County Commission.

Bill Sauble has long been an active member of his community - he knows the needs of the people of Colfax County and I am confident that he will be an asset to the Commission, said Governor Richardson.

Bill Sauble is a third generation rancher from Colfax County, where he manages the Circle Dot Ranch. He also serves as Vice Chair of the New Mexico Livestock Board and is the former President of the New Mexico Cattle Grower's Association. Sauble is also an active member of the U.S. Cattlemen's Association.

Mr. Sauble holds a bachelor's degree from New Mexico State University and is a veteran of the United States Navy.

Mr. Sauble replaces Colfax County Commission Chair Whitney Hite, who recently passed away. He came recommended by the Board to fill the remainder of Hite's term, which expires on December 31, 2010. Mr. Sauble's appointment is effective immediately.

Member
William "Bill" Conley was elected to the Commissioner District #3 position in November 2004 and took office on January 1, 2005 for a four year term.

Bill, a native New Mexican, was born and raised in Albuquerque, New Mexico. Bill's education in part is that he graduated from New Mexico Military Institute, New Mexico Certified Paralegal Course at the University of New Mexico School of Law, Police Law Specialists School at the FBI Academy, and the Southwest Command College in Phoenix, Arizona for Executive Management.

Bill started his career in municipal government in 1965 when he joined the Albuquerque Police Department. He retired from the police department as a captain in 1988 and moved to Colfax County to serve as the first police chief of the Angel Fire Police Department from 1989 to 1995.

He has been successful as a lobbyist in Santa Fe, NM, lobbying for public safety issues, the Village of Angel Fire, the Vietnam Veterans National Memorial in Angel Fire, and health care issues for the South Central Colfax County Special Hospital District.

Bill has a long history of civic involvement in the state, and in memberships in organizations of Colfax County. Bill was elected and serves as secretary/ treasurer for South Central Colfax County Special Hospital District Board, past president of the Angel Fire Home and Land Owners, Inc., chairman of the Colfax County Republican Party, past secretary of the Vietnam Veterans National Memorial Board, past director and charter member of Angel Fire Rotary, and secretary and past president of Angel Fire Search and Rescue.

Bill has lived in Angel Fire since 1988, and is a member of the Angel Fire Baptist Church. His mother, Mildred Conley who lives in Albuquerque, is 93 years old. His son, Dan Conley, is employed by Microsoft Corporation as a program manager in Redmond, Washington, and his daughter, Shannon Conley, is employed as an auditor for Farmers Insurance in Albuquerque. He has two grandsons, Kristopher, and Gunnar.
 
Duties & Responsibilities
The Colfax County Board of Commissioners attends to the affairs of Colfax County. Some of those responsibilities are as follows:

  • The Colfax County Board of Commissioners are required by law to meet at the county seat for quarterly meetings in January, April, July and October in each year and at such other times within the county as in the opinion of the board the public interests may require. The county meetings are public with open doors, and all persons conducting themselves in an orderly manner may attend these meetings.
  • The Colfax County Board of Commissioners meet at 9:00 a.m., in the county court house, Raton, New Mexico, 200 North 3rd St., in the Commission Meeting Room, on the second and fourth Tuesday of each month.
  • The Colfax County Board of Commissioners has power at any session to make such orders concerning the property belonging to the county, as they may deem expedient.
  • The Colfax County Board of Commissioners may design, alter or discontinue any road running through one or more precincts or townships in the county, also to perform such other duties respecting roads as may be required by law.
  • The Colfax County Board of Commissioners also appoint the board of registration, for the registration of the legal voters, and also the judges of election, for all the elections held in the county, and oversees all aspects of the elections within the county.
  • The Colfax County Board of Commissioners may order and direct the construction of bridges and provide and appropriate funds therefore.
  • The Colfax County Board of Commissioners, at their regular meeting in January, prepares and publishes a statement of all receipts and expenditures of the county during the preceding year.
  • The Colfax County Board of Commissioners are authorized and empowered to acquire by purchase, condemnation, gift or lease lands for use as an airport and to establish, construct, own, lease, control, equip, improve, maintain and operate an airport, and to lease or grant the use and privilege thereof to others. Such airports and the airstrips and landing fields thereof are hereby declared to be in the nature of public roads in their facilitation of public travel and transportation; and, the buildings and structures necessary to be used in connection therewith are hereby declared to be necessary public buildings, and the exclusive use of any such airport or airports shall not be granted to any person, persons, firm, corporation or association.
